The “Satsuson Expressway” stretches from Sapporo to Otaru. The “Shiribeshi Expressway” extends further from there to Yoichi, but construction of the “Kutchan Yoichi Road” section that extends further to Kutchan is currently underway. The Shiribeshi Expressway is a 62.4km high-standard road that branches off from the Otaru JCT just before Otaru city, passes through Yoichi, Niki, Kyowa, and ends at Kutchan. The section to Yoichi was opened in 2018, and the section to Niki is scheduled to open within fiscal year 2024. Most of the construction of the “Kutchan Yoichi Road” is currently in preparatory work, and the bridge piers and bridge girders are also visible. The up-bound lanes of the Shin-Inaho Tunnel, which is about 3,800m long, are almost complete. Construction is also underway on the down-bound lanes.
Kutchan Town, the center of the Shiribeshi region, has seen resort development in recent years, and is also a base for tourist destinations such as Niseko and Mt. Yotei. It is expected that a direct highway connection from New Chitose Airport and outside Sapporo will become the basis for welcoming more tourists.
The journey from New Chitose Airport to Kutchan currently takes 2 hours and 40 minutes, but this will be reduced to 2 hours and 10 minutes when the Yoichi-Kyowa section is opened, and to 2 hours when the Yoichi-Kutchan section is fully opened.
“Kutchan Yoichi Road” is expected to open 10 years after construction begins. Therefore, it is expected to be completed to Kyowa around 2025 and to Kutchan around 2027. Construction of the Hokkaido Shinkansen to Kutchan is also underway. It is scheduled to open at the end of 2030. It looks like the high-speed transportation system in the Niseko-Kutchan area will be completed in one go from the late 2020s to around 2030.
